对方无出口权，我们又想进口他东西怎么办

Thanks for your e-mail and sorry for late reply...
Ok.. should whey-permeate be registered ? Cause we can offer wheypermeate, but we do nothave registration for China for this product ? Can you inform me ?
Check this first than I know if we can offer from our stock or if we need to buy from producer that has this product registered in China...

这是一封关于乳清粉 进口的 贸易交流信 。具体有些意思不太清晰。他是不上说他的商品没有出口证呢。问关于具体商品出口 要有什么步骤吗？ 请问大家 ：他具体问的内容，还有在中国 要准备做出口商品 最简单的程序，和手续要有什么？

Dear Frank,
About your question,I think you should look for a trade company or an import &
expot company.Also you can make youselves be the subsidiary of company owning
the import and export right.Certainly,the first one is temporary way,the last
one is for a long time!

对方是国外公司吧，应该不存在出口权的问题呀。不明白
